Other Entities
NWPP Coordinated Outages System
NWPP Coordinated Outages System (COS) provides for coordination of scheduled outages beyond the parties directly connected to the facility to be taken out. Coordination of scheduled outages throughout the Northwest Power Pool (NWPP) should enhance system reliability and reduce the number of hours of operation under constrained conditions. Requirements to operate the power system only within studied conditions necessitate an effective method for the coordination of outages.
FERC
The Federal Energy Regulatory Commission is an independent regulatory agency within the Department of Energy that Regulates the transmission and sale of natural gas for resale in interstate commerce; Regulates the transmission of oil by pipeline in interstate commerce; Regulates the transmission and wholesale sales of electricity in interstate commerce; Licenses and inspects private, municipal and state hydroelectric projects; Oversees environmental matters related to natural gas, oil, electricity and hydroelectric projects; Administers accounting and financial reporting regulations and conduct of jurisdictional companies, and; Approves site choices as well as abandonment of interstate pipeline facilities. The Commission recovers all of its costs from regulated industries through fees and annual charges.
WECC
The Western Electricity Coordinating Council (WECC) was formed on April 18, 2002, by the merger of the Western Systems Coordinating Council (WSCC), Southwest Regional Transmission Association (SWRTA), and Western Regional Transmission Association (WRTA). WECC will continue to be responsible for coordinating and promoting electric system reliability as had been done by WSCC since its formation nearly 35 years ago. In addition to promoting a reliable electric power system in the Western Interconnection, WECC will support efficient competitive power markets, assure open and non-discriminatory transmission access among members, provide a forum for resolving transmission access disputes, and provide an environment for coordinating the operating and planning activities of its 145 members.
Northwest River Forecast Center on NOAA
The Northwest River Forecast Center is one of 13 National Weather Service hydrologic centers in the United States. This office specializes in flood and water resource forecasting, river modeling, and hydrologic system development. It works with water management agencies to provide the best possible operations of the Columbia reservoir systems. The center is very active in recreational and navigational hydrological forecasting.
NERC
Since its formation in 1968, the North American Electric Reliability Corporation (NERC) has operated as a voluntary organization to promote bulk electric system reliability and security - one dependent on reciprocity, peer pressure, and the mutual self-interest of all those involved. Through this model, NERC has helped to make the North American electric system the most reliable system in the world. In promoting electric system reliability and security, NERC: establishes operating policies and planning standards to ensure electric system reliability. reviews the reliability of existing and planned generation and transmission systems. critiques past electric system disturbances for lessons learned and monitors the present for compliance and conformance to its policies. educates others about how bulk electric systems operate. maintains liaisons with the federal, state, and provincial governments in the United States and Canada and electricity supply industry organizations in both countries. serves as the electric industry's primary point of contact with the federal government on issues relating to national security and terrorism.
